Acting President Choi Sang-mok has decided to exercise the right to request reconsideration, or veto, in the bill to downgrade AI textbooks into educational materials and the KBS Integrated Collection of Receipts Act.

Early this morning, a new U.S. government, our ally, was launched.
Since the signing of the Korea-U.S. Mutual Defense Treaty in 1953, the Korea-U.S. alliance is a "deep-rooted tree" that has blossomed prosperity together without being shaken by any winds for the past 72 years.
The relationship between the two countries, which started as a 'military alliance', has developed into the world's most exemplary alliance encompassing politics, economy, society and culture based on the core value of 'liberal democracy'.
In particular, the recent achievements of the 'economic alliance' between the two countries have been remarkable.
South Korea is the No. 1 investment country in the U.S. in 2023 and the country that has created the most jobs in the U.S.
Based on these achievements, I am confident that the two countries will continue to produce more remarkable results as 'the best cooperative partners'.
However, there are concerns that the change of the new U.S. government's trade policy will have a significant impact on our economy and industry, which are highly dependent on foreign countries.
In particular, many are worried that the difficulties of vulnerable groups such as small business owners will be further aggravated if external shocks are added to the domestic economy, such as domestic demand and employment.
The government will face the difficulties of our people and companies and mobilize all available resources to respond to changes in the trade environment and restore people's livelihoods.
However, the government's efforts alone have their limits.
We can overcome internal and external difficulties only when the power of the whole people, including politicians and companies, is brought together.
In particular, the National Assembly and Government Council should be activated as soon as possible to quickly deal with key bills for people's livelihoods and the economy.
It is urgent to deal with a number of bills on people's livelihoods, including the "Amendment to the Restriction of Special Taxation Act" to ease the burden on small business owners and reduce the burden of investment in small and medium-sized enterprises.
To support the strengthening of the global competitiveness of our industry in response to changes in the trade environment, legislation such as the enactment of the Special Act on Semiconductor, the Special Act on Power Networks, and the Special Act on Sea Wind Power, which recognized special cases of working hours, is eagerly awaited by Korean companies.
Opinions that additional fiscal investments are needed to support difficult people's livelihoods and strengthen industrial competitiveness are also being raised not only in politics but also in local governments and business circles.
If the National Assembly and Government Council are in operation as soon as possible, the National Assembly and the government will be able to discuss this together under the basic principles of finance that "the most effective use of the people's precious taxes."
The enactment of the Special Act on the Prescription of Anti-Human Rights State Crimes, the amendment to the Elementary and Secondary Education Act, and the amendment to the Broadcasting Act, which passed the National Assembly at the end of last year, have been transferred to the government.
We reviewed the bills in depth with the members of the State Council, and inevitably decided to exercise the right to request reconsideration on the three bills for the following reasons.

The Act on Special Cases concerning the Prescription of Anti-Human Rights State Crimes includes the complete exclusion of civil extinctive prescription and criminal statute of limitations for anti-human rights state crimes such as state violence and obstruction of justice.
The government deeply sympathizes with the basic purpose of the bill to strictly respond to anti-human rights state crimes.
However, if the same law is implemented as it is, it is against the "principle of prohibiting excess," which is the basic principle under the constitution, and there is a high concern that there will be a gap in responding to crimes by people's livelihoods.
