Appointment without a confirmation hearing for the head of the Gyeonggi-do Medical Center and the head of the Marketplace Promotion Agency

Gyeonggi Province Governor Kim Dong-yeon appointed Lee Pil-soo, former chairman of the Korean Medical Association, as the head of the Gyeonggi Provincial Medical Center, and Kim Min-chul, former member of the National Assembly, as the head of the Gyeonggi Provincial Market Commercial Promotion Agency.

Both heads of public institutions are subject to confirmation hearings by the provincial council, but the council failed to form a special committee for confirmation hearings at the request of Gyeonggi-do Province, which eventually led to the appointment without a hearing.

This is the first failure of the confirmation hearing in 10 years since the provincial council introduced the system for the first time among local councils nationwide in September 2014.

Earlier, the provincial government asked the provincial council to hold confirmation hearings for candidates for the heads of two public institutions on August 29th and 20th of last month, but the council did not call a special committee on confirmation hearings as well as requesting the candidates to attend until the deadline of the 30th of last month.

In accordance with the related ordinance and the Democratic Party of Korea-People's Power representative consultation, the confirmation hearing for the head of the medical center will be set up by the Health and Welfare Committee, and the confirmation hearing for the head of the Mayor's Commercial Promotion Agency will be set up by the Economic and Labor Committee, because a meeting to form a special committee was not held, so the chairman and vice chairman (one from each party) were not elected.
