The death toll could rise further as rescuers continue to search for missing people who may remain in washed away vehicles and flooded homes.
The water swollen by heavy rain hit the road and swept away not only people but also vehicles, so even the exact number of missing people is not known.
The Spanish government has sent in more than 1,000 additional soldiers to help with search and rescue operations.
In Valencia, the hardest-hit country, power was cut to 150,000 homes and about half were restored, with many reportedly running out of water.The
high-speed rail line is also damaged, which is expected to take two to three weeks to recover.
