The National Human Rights Commission recently recommended the Prime Minister and others to improve the system in connection with the petition for human rights violations of foreign seasonal workers in County A, Jeollanam-do.
The NHRC pointed out that brokers are deeply involved in the operation of each local government's seasonal worker system and that human rights violations continue to occur.
According to the NHRC's investigation, the victims of seasonal workers entered the country through an illegal broker entrusted with work by A, signed loans and joint guarantee documents, and automatically transferred 750,000 won to the payday vendor every month.
In addition, the survey found that A alone reported 49 cases of wage exploitation, seven cases of confiscation of bank accounts, one case of overdue wages, and one case of assault and abuse.
