President Putin has signed the North Korea-Russia Treaty, which raises relations between North Korea and Russia to the level of a military alliance.

The treaty, which will take effect soon, is expected to be used as an excuse to legalize the dispatch of North Korean troops to Ukraine, which has been criticized for violating international law.

'Comprehensive and Strategic Partnership Treaty'Russian President Putin signed the agreement, which is dubbed the

Treaty of North Korea.

It comes three days after the Russian House of Representatives, the State Duma and the Senate each unanimously approved the ratification.

The treaty signed by Putin and North Korean leader Kim Jong-un in Pyongyang on June 19 raises bilateral relations to the level of a military alliance.

Article 4 of the Treaty is key.

If one side is invaded and is in a state of war, military aid is provided by all means.

[Vladimir Putin / Russian President] The Strategic Partnership Treaty has been ratified, and there is Article 4 in the Treaty. The North Korean leadership is also serious without a doubt.

The treaty is likely to be used as an excuse to legalize the North Korean military's dispatch of troops to Ukraine, which has led to controversy over recent violations of international law.

[Sergie Lavrov / Russian Foreign Minister (October 29): Our relationship with North Korea or the Treaty of North Korea is not a secret, as we have already said, but a disclosure.]

The treaty can also be used as a basis for the transfer of Russian nuclear forces to North Korea or for joint military exercises between the two countries.

This is why the international community is paying anxious attention to the North Korea-Russia Treaty, which will take effect as soon as North Korea goes through the ratification and signature process.
