Former Defense Minister Kim Yong-hyun, who was arrested and charged with rebellion, was found to have said he would lead all troops while presiding over a meeting of key military commanders shortly after martial law was declared.

According to former Minister Kim's indictment secured by YTN, Kim said at 10:28 p.m. on Dec. 3 last year, after the martial law was declared, "From now on, the entire army will be led by the minister," and that if he does not comply with the order, he will be punished for protest.

In addition, the commander of the defense and special forces ordered the appointment of Army Chief of Staff Park An-soo as martial law commander and Deputy Chief of Joint Chiefs of Staff Jeong Jin-pal as martial law commander, respectively, to check the restrictions and carry out the previously ordered duties normally.

Former Minister Kim tried to announce the declaration of martial law that had been written in advance, but the declaration of martial law was not made public because the president was required to announce it and could not be contacted by the presidential secretary for public relations and spokesperson at the time.
