The Seoul Metropolitan Government has been pushing to modernize incineration plants ahead of a ban on direct landfilling of household waste in the Seoul metropolitan area next year.
To this end, a new incinerator was built in Mapo-gu and the original and new incinerators were operated together, and other local incinerators were planned to modernize.
However, Mapo residents strongly protested the operation of the two incinerators together.
It also filed a lawsuit against the city for pushing without residents' consent and violating legal procedures.
The Seoul Administrative Court ruled in favor of the plaintiff, saying there were defects in the composition of the location selection committee and procedural defects in the selection of specialized research institutes to investigate the feasibility of location candidates.
The Seoul Metropolitan Government said it would appeal the ruling early next month after analyzing the ruling.
In addition, in connection with the appeal, we plan to prepare additional future measures related to the construction of the Mapo Metropolitan Resource Recovery Facility.
The government and the Seoul Metropolitan Government previously decided to find alternative landfills in the Seoul metropolitan area from 2015, but nothing was achieved.
