There are elderly people who spend a colder winter in heavy snow and cold weather.
In particular, many of the underprivileged, who have been eliminated from the screening for basic living conditions, are in the blind spot of welfare and are having a hard winter.
I'm reporter Kim Yong-won of KCTV Jeju Broadcasting.

Social workers walked through the narrow aisles and visited my grandmother's house.
An elderly man in his 80s lives alone in a cramped room that barely seats three adults.
Even in the cold wave that fell below zero last week, I endured with an electric pad and a blanket.
It's a house that hasn't used briquettes for a long time and doesn't have a boiler.
My back pain and cold got worse in the cold.
I don't even dare to go to the hospital if someone doesn't help me.
[Old man living alone: (No wind coming in?) Come in. My house is old, so the heating isn't working. My back hurts like this for no reason.]
There are customized welfare services for the elderly, such as energy subsidies, side dishes, and nursing care workers, but there are few cases where they can fully enjoy them.
In most cases, they are eliminated from the tight basic living eligibility screening.
Of the 1,200 elderly people who live alone in the region, only 20% are recipients.
There are or are few dependents, but they are not receiving supply and demand support because their income or property is confirmed.
100,000 won is provided for energy use fees such as electricity bills for a year, but even this is far short compared to recipients.
It is also applicable to long-term care insurance, but non-payers are often reluctant to apply because they have their own expenses.
[Social worker: The elderly are not recipients, they are the general public, so the help is limited. The unit price of support is high for the elderly recipients, but for those who are not, 100,000 won per year is limited, so we think that if you raise it to around 200,000 won, you will spend the winter comfortably.
In the midst of heavy snow and the strongest cold wave, the elderly in the welfare blind spot are having a particularly difficult winter.
