Superintendent Lim Tae-hee held a press conference at the Gwanggyo Government Complex in Suwon on the morning of the 21st and announced the reform plan for college entrance exams.Superintendent
proposed introducing a five-step absolute evaluation so that the purpose can be shifted away from the current competition-inducing, queuing-style school evaluation and toward evaluation for student growth.
Specifically, we decided to eliminate the relative evaluation with the grade of sequential and conduct absolute evaluations of A, B, C, D, and E according to academic achievement conducted in the United States, Japan, and France.
It also added that in order to prepare for the future society represented by artificial intelligence (AI) and big data, it is also necessary to expand written and essay-type evaluations that can measure creative thinking and problem-solving skills.
The provincial education office plans to start descriptive and essay-type evaluations from first-year middle school students in 2026 after a preparation period to prevent confusion between students and parents, and apply them from first-year middle school students to third-year high school students in 2031.
We also proposed an improvement plan for the method of recording school records.
The current school record record system will be changed to create a checklist centered on achievement levels for each subject and prepare a school record accordingly, saying that objectivity and fairness issues are raised due to differences in competency by teacher, school, and region.
In addition, it was proposed to introduce a written and essay-type evaluation in the CSAT in connection with the expansion of the written and essay-type evaluation of the internal evaluation.
To solve the problem of scoring reliability, it plans to introduce a step-by-step scoring system such as the introduction of a first-stage AI-based scoring system, the operation and scoring of a second-stage SAT specialized evaluation team, and the establishment of a third-stage verification system.
The transition to the absolute evaluation of the CSAT and the introduction of the essay-type evaluation were aimed at implementing the CSAT from the 2032, which will be taken by first-year middle school students in 2026.
In addition, it was proposed to abolish the current CSAT English listening evaluation due to high social costs, such as the ban on taking off and landing of aircraft at that time, variations in the environment of broadcasting facilities by school, and difficulties in coping with unexpected situations.
The reform plan, which was unveiled on the same day, was prepared by a special task force (TF) set up by the Provincial Office of Education with 60 internal and external experts in July last year to reform college admission by collecting various opinions through discussions and sit-down meetings.
The provincial education office said it plans to carry out university reform in consultation with the Ministry of Education, the National Board of Education, and the Korea University Education Council based on the reform plan in the future.Superintendent
said, "The Gyeonggi Office of Education is not in a position to decide on university reform and has no authority, but as an office of education with a third of Korean students, we are avoiding responsibility if we do not take the lead."
