Park Hee-young, the head of Yongsan-gu, who was handed over to trial on charges of poor response to the Itaewon disaster, was acquitted in the first trial.

The Seoul Western District Court today (30th) acquitted all four district officials, including Yongsan-gu Mayor Park Hee-young, of charges of professional negligence.

Regarding the prosecution's claim that Yongsan-gu's safety management plan was insufficient, the court explained that the crushing accident caused by multiple transportation was not classified as a type of disaster, and that the Disaster Safety Act does not mandate that a separate safety management plan be established for events without organizers.

In addition, he added that dispersing the crowd was an effective measure to prevent accidents, but there was no legal basis for the ward office to disperse them.

At the same time, it is difficult to say that the duty of care in the work of Mayor Park and others claimed by the prosecution is only general and abstract, and it is difficult to say that it defines specific duty of care.

In addition, he was acquitted of allegations that Mayor Park ordered him to write a false press release on his response to the Itaewon disaster, saying there was no direct evidence.
