Rep. Baek Seung-ah of the Democratic Party of Korea, a member of five teachers' organizations, including the Federation of Teachers' Trade Unions and the Korea Federation of Teachers' Associations, and the National Assembly's Education Committee, held a press conference today and called for the passage of some amendments to the Elementary and Secondary Education Act.The amendment to the law, called the
Student Interference Student Guidance Act', provides a legal basis for teachers to separate students who interfere with classes and physically restrain students who engage in violent behavior.
In addition, teachers can implement learning support measures, such as recommending counseling and treatment to students with emotional and behavioral problems among students who interfere with class, and impose cooperation obligations on guardians.
The organizations emphasized that the Ministry of Education has implemented a notice on teachers' life guidance since September last year, which includes a legitimate range of life guidance for teachers to respond to violations of teaching rights, but they are not feeling the change because they have to worry about accusations and have no proper measures for students who are separated by problematic behavior.
