In September, the Seoul Administrative Court ruled against the plaintiff in a lawsuit filed by landowner A against the Seoul Jungbu Park Leisure Center to cancel the disposition of land use disallowing.
The court said that if land use is permitted, Mr. A is expected to do flattening work, such as removing the retaining wall on the municipal land to secure the passage.
Then, if that happens, it is difficult to say that it is unfair to judge that the use is not authorized as it can interfere with park management due to the leakage of soil on the slope.
Earlier in August last year, Mr. A applied for the use of 22㎡ of nearby municipal land for five years to create a connection passage after acquiring forest land in Yongsan-gu, Seoul.
In response, the Seoul Jungbu Park Leisure Center refused to turn the land, which had been maintained and managed as a forest green area for the public interest, into a road for A's personal rights, and A filed a lawsuit against it.
