Russian investigators say an explosive device exploded on a scooter parked at the entrance of a house on the morning of the 17th local time, killing Lt. Gen. Igor Kirillov, commander of the Russian Army's Fire and Life Protection Unit, and his deputy.
AFP reported that the incident was a special operation carried out by Ukraine's security services, citing sources inside the security services.
The source said Lieutenant General Kirilov was a war criminal and claimed it was a fully legitimate target because he had ordered the use of chemical weapons against Ukrainian forces.
The deputy chairman of Russia's National Security Council, Medvedev, warned that the Ukrainian regime would soon face reprisals.
Earlier on Monday, Ukrainian prosecutors charged Lieutenant General Kirilov with using chemical weapons banned in Ukraine.
Russia denies the allegations.
Britain put Lieutenant General Kirillov on the list of sanctions in October for using tear gas and suffocation agents on the battlefield in Ukraine.
