According to the indictment, the president called former Minister Kim Yong-hyun two days before martial law and asked, "How much will it be mobilized if we do emergency martial law now?" and ordered the preparation of declarations, statements and proclamations.
The prosecution believes that when former Minister Kim reported the related information to the president, he approved all but the night curfew without amendment.
After the Cabinet meeting, a document on measures prepared in advance was also handed over to Deputy Prime Minister for Economy Choi Sang-mok,
It includes the complete cutoff of various subsidies and wages related to the National Assembly and the creation of a budget related to the emergency legislative body.
Based on these details, the prosecution believes that former Minister Kim and President Yoon caused a riot for the purpose of disorderly conduct of the National Constitution.
