The results of the interrogation of the suspect before the arrest of President Yoon Suk Yeol, who is suspected of a rebellion, are expected to come out early this morning.
Let's find out more about it with reporter Kim Da-hyun from the legal team of the Ministry of Social Affairs.
Hello,
Now the court is reviewing the records after the interrogation of President Yoon, right?
[Reporter]
That's right.
The Seoul Western District Court is reviewing the records after questioning President Yoon Suk Yeol at 6:50 p.m. last night.
The court comprehensively judges whether the warrant is issued based on the investigation records submitted by the Senior Civil Servant Corruption Investigations Unit, the prosecutor's allegations, and the defense of President Yoon. Unlike arrest warrants issued for
{ 불}'refusal to request attendance', arrest warrants are issued only when criminal charges are clarified to some extent.
Considering that the court is an incumbent president, it is expected that the court will focus on whether to clarify the charges rather than worry about fleeing.

He said that the clarification of the charges would be important, so should we reorganize the charges that President Yoon receives?
[Reporter]
President Yoon is accused of abuse of authority and rebellion.
On December 3 last year, when the emergency martial law was declared, he is accused of rioting to paralyze the function of an independent constitutional institution, including sending martial law troops and police to the National Assembly and the NEC.
President Yoon is mentioned 141 times in the indictment of former Defense Minister Kim Yong-hyun, who was arrested on charges of critical civil war mission.
As such, he was pointed out as the head of the charge of rebellion and a key suspect.
Former Minister Kim's indictment revealed that President Yoon blocked the National Assembly and the National Election Commission and ordered the arrest of key politicians such as National Assembly Speaker Woo Won-sik, Democratic Party Chairman Lee Jae-myung, and People's Power Representative Han Dong-hoon.
President Yoon himself ordered 'to break down the door even by shooting and bring down the lawmakers.'Or, there was a flood of testimony saying, 'You can declare the martial law two or three times,
'.

How did the interrogation go?
[Reporter]
The interrogation took place from 2 p.m. to 5:20 p.m., adjourned for 20 minutes and resumed at 5:40 p.m.
Since then, the interrogation has continued for an additional hour and 10 minutes, ending at 6:50 p.m.
Prosecutors from the Senior Civil Servant Corruption Investigations Unit and President Yoon's lawyer Kim Hong-il reportedly used visual data to argue whether or not the charges of rebellion were established. President
Yoon sat in the center of the courtroom in a suit and listened to both sides' presentations, and then made direct remarks for about 40 minutes from 4:35 p.m.
I also made my final remarks for five minutes before the end of the interrogation.

It seems that the Senior Civil Servant Corruption Investigations Unit and President Yoon had a fierce battle during the screening, but what part did the Senior Civil Servant Corruption Investigations Unit emphasize?
[Reporter]
Six prosecutors attended the Senior Prosecutor Cha Jung-hyun, who executed the arrest warrant for President Yoon as the chief prosecutor.
It is known that the request for an arrest warrant amounts to about 150 pages.
The Senior Civil Servant Corruption Investigations Unit reportedly emphasized that there is a risk of recidivism, such as the seriousness of the crime and the discussion of the second martial law, and that President Yoon may remove additional evidence, such as deleting Telegram.
The Senior Civil Servant Corruption Investigations Unit referred to President Yoon as a "typical conviction" and also stated that he has no remorse for martial law at all.
A conviction criminal is a person who believes that his or her actions are just and commits a crime.
[Anchor]
On the contrary, what did President Yoon's side clarify?
[Reporter]
President Yoon did not budge from his position that he was not guilty of conviction, judging that it was a national crisis and exercising his constitutional authority.
President Yoon, who attended the court in person, is likely to have emphasized the argument that the charge of rebellion itself cannot be established.
It is also possible that he highlighted that the investigation itself of the Senior Civil Servant Corruption Investigations Unit, which does not have the right to investigate the alleged rebellion apart from the charges, is illegal.

What position did President Yoon express after the interrogation?
[Reporter]
Yoon Gap-geun, a lawyer for President Yoon, met with reporters after the screening and said that President Yoon faithfully explained and answered the facts and evidence-related legal issues.
He also said he had nothing more to say, adding that he would wait quietly for the court's decision.
I'll listen to it myself.
[Yoon Gap-geun / Representative for President Yoon Suk Yeol: You have sincerely explained and answered the matters of evidence and legal principles. (How do you expect the results? ) Of course, we expect good results from our point of view. ]
Good result, so it seems like you're expecting the arrest warrant to be dismissed.
Regarding the risk of recidivism claimed by the Senior Civil Servant Corruption Investigations Unit, he said that the military was withdrawn as soon as the National Assembly voted to lift martial law, and that the second and third martial law were nonsense claims.
Lawyer Seok Dong-hyun said in a statement that he felt that it was a very good decision to explain the national emergency situation and anguish that only the president could know and speak about, and that the emergency martial law, which was conducted for a short time with a small number of troops and police forces, could not be a crime of rebellion.

Did President Yoon go back to the detention center?
[Reporter]
After the interrogation, President Yoon took a convoy to the Seoul Detention Center at around 7:30 p.m.
The camera also showed a security car escorting around the convoy. President Yun
will wait for the results of the examination at the detention center.
Earlier, when President Yoon attended the court for a review, he was escorted by a security vehicle and moved in a convoy. President Yoon
was also interested in whether he would stand on the photo line, but he did not appear in front of reporters by entering the underground parking lot directly.
[Anchor]
But contrary to expectations, did President Yoon attend the court in person?
[Reporter]
President Yoon Suk Yeol, who has emphasized the unfairness of the Western District Court's warrant request, was widely expected to miss the interrogation of the suspect before his arrest. President
Yoon also told reporters that the president would not attend, but changed his position on the morning of the interrogation.
The president accepted the lawyers' suggestion that it is better to attend court in person and respond confidently.
He also emphasized the position that he would restore his honor by directly explaining the legitimacy of the emergency martial law and that the crime of rebellion does not exist.
In addition, President Yoon said he regretted the arrest of generals and police chiefs who had only followed the president's orders, and that he decided to attend to reveal that this was wrong.
[Anchor]
What part of the court that examines the arrest of President Yoon sees as an issue?
[Reporter]
In the warrant review, the key issue will be whether the measures such as blocking the National Assembly, obstructing the decision to lift martial law, operating an arrest team for key figures, and occupying the National Election Commission are in accordance with President Yoon's order. It was investigated that President
Yoon directly instructed Police Commissioner Jo Ji-ho and others to 'arrest all lawmakers who are trying to enter the National Assembly' and 'catch them'.
However, President Yoon's side denies the charges, saying he has never brought up the "sieve" of the arrest and has never ordered it to be pulled out.
The court is expected to comprehensively review the details of the investigation and President Yoon's vocation, examine whether the charges are clarified, and even determine the need for arrest.

When will the results of the screening come out?
[Reporter]
According to the Supreme Court rules, the decision on whether to issue an arrest warrant must be made without delay from the time the interrogation of the suspect is terminated.
Therefore, the results are expected at dawn.
As the results of the screening, which began at 10 a.m., may come out in the early morning of the next day, there is a possibility that time may be delayed for President Yoon, who began the screening in the afternoon.
As a sitting president, it may take longer than usual.
In fact, in the case of the first arrest warrant review for President Yoon, the results came out in 33 hours.

How long did it take for Park Geun Hye and Lee Myung Bak, who were under arrest as a former president, to be reviewed?
[Reporter]
Former President Park Geun Hye was questioned as a suspect before his arrest for 8 hours and 40 minutes from 10:30 a.m. in March 2017 after an arrest warrant was requested for bribery related to the state affairs manipulation.
The results came out around 3 a.m. the next day.
Former President Lee Myung Bak, whose arrest warrant was requested for bribery and other charges, said in March 2018 that he would not attend the examination, so no separate interrogation process took place.
The longest interrogation since the introduction of the substantive examination system for arrest warrants in 1997 was the case of Seo Hoon, former head of the National Security Office, in connection with the shooting of a civil servant in the West Sea in 2022.
It took more than 10 hours at the time.
In September 2023, Lee Jae-myung, chairman of the Democratic Party of Korea, whose arrest warrant was requested on charges of preferential development in Baekhyun-dong, took more than nine hours to examine the warrant.
[Anchor]
Regarding the arrest examination, it is evaluated that the investigation capability of the Senior Civil Servant Corruption Investigations Unit has been tested.
If an arrest warrant is issued, how will the Senior Civil Servant Corruption Investigations Unit be conducted in the future?
[Reporter]
If the warrant is issued, the Senior Civil Servant Corruption Investigations Unit will be able to quell controversies and concerns over investigative power and speed up the investigation.
The prosecution and the Senior Civil Servant Corruption Investigations Unit have concluded that the arrest period of suspects in martial law will be up to 20 days.
In addition, the Senior Civil Servant Corruption Investigations Unit and the prosecution tentatively agreed to investigate President Yoon for 10 days, half of the 20th. According to
, the Senior Civil Servant Corruption Investigations Unit is expected to investigate President Yoon within 10 days based on the 15th when he was arrested and hand the case over to the prosecution.
When the prosecution takes over the case, it prosecutes it to the court after a complementary investigation.
However, if President Yoon claims an arrest suit in the future, the timing of the indictment may be delayed.
[Anchor]
If arrested, would President Yoon literally become an "arrest suspect"?
[Reporter]
That's right.
If President Yoon becomes an arrest suspect, he will move to a "general living room" where ordinary inmates are accommodated, not a waiting room for a suspect.
Clothes are also worn in veterinary clothing, not plain clothes, and you have to follow the rules of the detention center like other inmates.
However, since President Yoon is an incumbent president, he is expected to be held in solitary confinement, not where several inmates live.
Earlier, former President Park Geun Hye was also housed in a solitary cell of about 3 pyeong in the Seoul Detention Center.
Former President Lee Myung Bak also lived in a similar size solitary confinement in the eastern Seoul detention center.

Conversely, if the arrest warrant is rejected, the investigation will have to be suddenly stopped, right?
[Reporter]
The Senior Civil Servant Corruption Investigations Unit succeeded in executing the second arrest warrant with difficulty, but if the arrest warrant is rejected, President Yoon must be released immediately.
The investigation will continue without detention, but the president's investigation will be virtually difficult and the investigation power will be reduced.
There is also a way to request an arrest warrant or arrest warrant again, but there is a possibility of being embroiled in controversy over "excessive investigation" and "lack of investigative capabilities."
The only arrest warrant issued by the Senior Civil Servant Corruption Investigations Unit since its launch in 2021 is the case of Moon Sang-ho, the intelligence commander suspected of operating the NEC employee arrest group.
In addition, prosecutor Son Joon-sung, who is suspected of being the owner of the accusation, is the only one who has been convicted of "guilty" so far, and even this was overturned innocent in the second trial.

Attention is focusing on the court's judgment as it will inevitably have a significant impact on future investigations.
Cha Eun-kyung, a senior judge in charge of reviewing the warrant, what kind of person is she?
[Reporter]
Chief Judge Cha Eun-kyung is a veteran judge who completed the 30th Judicial Research and Training Institute in 2001.
I'm not a warrant judge.
The warrant hearing for President Yoon will be held on the weekend, so he took over the case as a judge on duty.
Judge Cha was appointed to the Seoul Central District Court in 2020.
Since then, he served in the Criminal Appeals Department in November 2022 and participated in dismissing the arrest suit of Jeong Jin-sang, who was arrested on suspicion of corruption related to Daejang-dong.
Including the case of the Seoul Central District Court, which rejected the arrest suit, Cha is the fourth judge to judge the president's whereabouts.

But the rally of supporters intensified near the court, right?
There were some dangerous situations?
[Reporter]
That's right.
During the arrest examination, supporters of President Yoon continued to rally, chanting slogans surrounding the court.
As the road was occupied without permission, traffic on the road in front of the court was also stopped.
In the morning, supporters were forced to disband while lying down with the entrance to the courthouse blocked.
The police set up a car wall and put in about 4,000 task forces, but it was not enough.
Supporters surrounded the courthouse, and some excited people attempted to enter over the wall.
When President Yoon left the court after reviewing the warrant, some supporters ran into the road chasing a parade of cars.
Meanwhile, a rally was held in Gwanghwamun, Seoul, to urge the arrest of President Yoon.
After that, the rally participants marched to the Seoul Western District Court, where President Yoon's warrant review was conducted.
The rally will also be held near Anguk Station on the Seoul subway, where the Constitutional Court is located, and will continue until the results of the warrant review are released.

President Yoon's supporters blocked the vehicle of the Senior Civil Servant Corruption Investigations Unit returning from the interrogation, right?
[Journalist]
Yes, that's right.
Shortly after President Yoon Suk Yeol's interrogation of the suspect before his arrest, supporters blocked the vehicle of the Senior Civil Servant Corruption Investigations Unit in Gongdeok-dong.
Protesters waved cars and clapped leaflets on the car's glass.
The attack on the protesters caused the tire wind to fall out, making it difficult to move, and an investigator was found to have been injured.
The police belatedly stopped it, but the protesters also pushed and threatened the police.
Shortly after the incident, the Senior Civil Servant Corruption Investigations Unit said it will collect evidence and ask the police for strong punishment.
[Anchor]
In this situation, there were a number of people arrested by the police, right?
[Reporter]
Yes, it is.
At least 40 people were arrested by police, including 22 people who crossed the wall to the Seoul Western District Court, 10 who attacked a vehicle of the Senior Civil Servant Corruption Investigations Unit, and 8 who assaulted police and reporters.
This is the number of people identified so far, and there is a possibility that the number of attendees will increase further in the future.
[Anchor]
Yes, thank you very much. Thank you.
