Former Defense Minister Kim Yong-hyun claimed to have written the so-called "Emergency Legislative Body Note," which President Yoon reportedly handed over to Acting President Choi Sang-mok at the time of the emergency martial law.

Former Minister Kim's lawyers issued a statement saying that the "emergency legislative body" that appears in the note has nothing to do with the replacement of the National Assembly.

Former Minister Kim explained that he proposed to the president to raise funds through emergency orders and the exercise of emergency fiscal legislation to restore the paralysed function of state affairs due to budget cuts.

In response, President Yoon added that he gave a note to Choi to review and prepare for the composition of the preparatory organization and securing the budget within the Ministry of Strategy and Finance.

Earlier, President Yoon reportedly answered that he could not remember whether it was former Minister Kim or himself who wrote an emergency legislative body note to Choi at the time during the interrogation of the suspect before his arrest at the Seoul Western District Court.
