President Yoon Sung-yeol will attend the third hearing of the impeachment trial held at the Constitutional Court today.
It is the first time that the president will attend the impeachment trial in person.
There is a reporter for the legal team at the Constitutional Court.
Youngsoo Kim, reporter Shin Ji-won, please tell us the details.
[Reporter]
The Constitutional Court will update you on this.
First, let me briefly explain the impeachment trial process of President Yoon Suk Yeol and the process that has been carried out so far.
The impeachment bill was passed on December 14 last year.
The Constitutional Court entered its first hearing on January 14 after two preparatory hearings and a preparatory hearing to organize evidence and issues.
President Yoon, the person concerned, was not present, so it ended in four minutes.
The proper hearing date was on the 16th.
This was the second round, and today is the third day of pleading.
President Yoon Suk Yeol announced his intention to attend today, reporter Shin Ji-won. Can you explain the process a little bit?
[Reporter]
Correct.
President Yoon Suk Yeol announced his intention to attend the Constitutional Court at 9:55 p.m. last night through his delegation.
It was quite late.
At that time, the high-ranking government official's crime investigation office visited the Seoul Detention Center by around 9:30 last night and attempted to force President Yoon.
Immediately after the Senior Civil Servant Corruption Investigations Unit, which was attempting to recruit people by force, withdrew and returned to the government office, the delegation expressed their opinion on whether President Yoon would attend the Constitutional Court.President Yoon
has said that he will leave when the time is right.
After the arrest warrant was issued, he said he would go out if personal safety or mishaps were resolved.
However, yesterday, he suddenly announced that he would attend, and there is a possibility that these circumstances, such as the forced recruitment of the Senior Civil Servant Corruption Investigations Unit, served as a decisive background.
[Reporter]
Isn't it the first time that President Yoon Suk Yeol will appear in public when he comes to court today's impeachment trial?
It's my first public appearance since martial law was declared, and in fact, I've made several statements and all of them were pre-recorded videos.
And so did the video of President Yoon Suk Yeol released after his arrest.
In addition, it was through supporters and lawyers in front of the residence, but it's been only 49 days since I've come out and spoken in public like this.
It is expected that we will be able to hear President Yoon's public remarks in 49 days today.
The president has been impeached before, but he hasn't come out in person, has he?
[Reporter]
That's right.
It's the first time in the history of the constitution.
It is very unusual and has not happened so far for a president who has been impeached to stand in the impeachment court of the Constitutional Court.
All the agents came out instead and proceeded with the impeachment trial process instead. If President
Yoon attends today, he will be the first president to hold a hearing in person.
In fact, it was possible to interpret that President Yoon was not trying to expose his movement in a convoy after his arrest or his personal arrest.
Even when he was arrested by the Senior Civil Servant Corruption Investigations Unit on the 15th, he seemed to minimize his exposure to the public by entering a place where there was a screen and only his back was caught by reporters' cameras.
Today, it is unlikely that reporters will have a chance to meet in person and ask questions.
[Reporter]
President Yoon Suk Yeol, as you know, he's in the Seoul Detention Center.
It is expected to use the Ministry of Justice's convoy as it does when undergoing a warrant review.
At that time, we were in a convoy of the Ministry of Justice, and we were able to see the security service vehicles moving around it.
It is about 30km away from the Seoul Detention Center to the Constitutional Court.
It was like that during the warrant review, but if you control traffic, it's a distance that can come in about 30 to 40 minutes.
Even when the warrant was reviewed, it arrived at a distance of 23 kilometers in 29 minutes.
However, as reporter Shin Ji-won said, there may not be a chance for reporters to ask questions.
Since the Constitutional Court also has a road to the underground, it is highly likely that President Yoon Suk Yeol will enter the court through the underground.
Then, should we draw what reporter Shin Ji-won and President Yoon Suk Yeol would say if they were asked by the Constitutional Court's court today?
[Reporter]
First of all, President Yoon Suk Yeol is likely to appear in the Constitutional Court today in plain clothes.
Today, a Constitutional Court official briefed reporters and others a while ago, and the respondent, President Yoon Suk Yeol, will be given a chance to speak directly.
And it is expected that the judge will get quite a lot of opportunities to speak because he can directly ask President Yoon questions about pending issues.
Also, as you said, if President Yoon gets a chance to speak today, he will be able to explain why he declared emergency martial law, the opposition-oriented impeachment bill, budget cuts, and even allegations of fraudulent elections.
[Reporter]
If President Yoon Suk Yeol were to be able to speak in the form of a full speech, he would probably argue about the background of the emergency martial law that had been revealed.
Also, in the National Assembly, only opposition lawmakers have impeachment members, right?
So I think we can expect that there will be a rebuttal from opposition lawmakers.
As President Yoon Suk Yeol has decided to appear on the impeachment hearing day today, the president's move seems to have accelerated a little.
You've filed a lot of witnesses, haven't you?
[Reporter]
That's right.
A brief in the Constitutional Court confirmed that the president made a number of applications for witnesses at 9:55 p.m. last night when he expressed his intention to attend.
It looks like there will be at least 24 people.
We have applied for more than two dozen witnesses.
If you look at the witnesses, you can predict President Yoon's strategy in advance.
In fact, it is expected to fight fiercely in the future to prolong the impeachment trial and justify emergency martial law.
I think witness applications can be broadly divided into three categories.
First of all, Lee Sang-min, the former Minister of Public Administration and Security, or Choi Sang-mok, the Deputy Prime Minister for Economy, is now the acting president.
These are the State Council members, the State Councils that attended the meeting before declaring emergency martial law.
The second are those who have been impeached, such as Choi Hae-jin, chairman of the Board of Audit and Inspection, and Lee Jin-sook, chairman of the Korea Communications Commission.
And finally, there are officials from related organizations who are expected to be able to make statements about the alleged election fraud, such as Cho Tae-yong, head of the National Intelligence Service, and officials from the Election Commission.
[Reporter]
The president asked me to take the document. And didn't you ask for a fact check?
What do you have?
[Reporter]
The document consignment agencies have been identified as the Supreme Court, the Suwon High Court, and the National Police Agency's National Investigation Headquarters.
Fact-checking agencies include the National Intelligence Service, the Board of Audit and Inspection, the World Council of Electoral Agencies, the Paju City Election Commission, and the Korea Communications Commission.
In fact, it can be expected that President Yoon will reveal the facts about the alleged fraudulent election, which was pointed out as the cause of the declaration of martial law during the impeachment trial.
It is also expected that the opposition-led impeachment and fraudulent election allegations will be examined one by one.
[Reporter]
We have about two hours left.
President Yoon Suk Yeol has announced that he will attend the third hearing of the impeachment trial today.
Attention is focusing on what kind of remarks President Yoon will make today.
The Constitutional Court delivered it to you.
